ADS, 1863 January 27 : Richmond.

The President of the Confederate States writes his judgment on the verso of an ALS of the same date to him from John R. Chambliss and Thomas Urquhart of the Virginia State Senate. The latter request exemption for their district to call out slaves for the public defense as they will run away. Davis acknowledges this and the need of slaves during the approaching agricultural season, but says it is a balance of difficulties.
